Even though it is unlikely to pay back any money to the old timers who will give up a little of their pension to pay for housing, and workers to build them, at least it will give them a good feeling knowing that their money is guaranteed to go to a good cause. It better be. Housing, not just for the homeless, but for young couples starting out in married life and people in need of a home.
