(2) Another way may be to build the motor with the starter mechanism in the starter position, so that when the motor was stopped it re-engaged to that as it’s default stopped position, having the motor starting up ‘setting it aside’, and fixing it back away from the shaft until it stopped again when it would go back to it’s starting position on the shaft. Could it wind an attached coiled spring as it stopped and the starter settled into it’s starting position again, to be released for the purpose of uncoiling and turning the shaft? Fastened back while the motor runs. How to operate it? Small renewable battery? Maybe even magnet assisted? (3) ?”
